A Windows 10 feature update broke the activation of a non-subscription Office 2019 installation. The error suggests a repair of Office but neither the quick nor online repair helped, neither did removing and re-installing the whole suite. Add permissions to a registry key is what worked for me: – note that the Network Service had to be added before permissions could be set on it, and the option to replicate permissions to all child objects step failed but the activation issue went away after the adding the two accounts and giving them full control.
